Indian PM to Preside Over UN Security Council Debate for the First Time Ever

Prime Minister Narendra Modi is to chair an open debate at the United Nations Security Council on Monday. He is set to be the first Indian prime minister to preside over a UNSC open debate.

According to the Ministry of External Affairs (MEA), the meeting is to be conducted virtually through video conferencing on Monday at 5.30 pm IST. PM Modi will chair the debate on enhancing maritime security.

The meeting is to be attended by several heads of state and government of member states of the UNSC. The debate will centre around effective ways and means to check maritime crime and insecurity and reinforce coordination in the maritime realm.

The government said in a statement “The UN Security Council has discussed and passed resolutions on different aspects of maritime security and maritime crime. However, this will be the first time that maritime security will be discussed in a holistic manner as an exclusive agenda item in such a high level open debate.”

It added, “Given that no country alone can address the diverse aspects of maritime security, it is important to consider this subject in a holistic manner in the United Nations Security Council. A comprehensive approach to Maritime Security should protect and support legitimate maritime activities, while countering traditional and non-traditional threats in the maritime domain.”

The rotating Presidency of the UNSC was help by France last month and had been passed over to India for the month of August.

There will be two other high level signature meetings apart from the one on maritime security namely peacekeeping and counterterrorism that will be organised as per the Permanent Representative to the UN, Ambassador TS Tirumurti.

Among several other world leaders who will participate in the UNSC debate on maritime security titled, 'Enhancing Maritime Security - A Case for International Cooperation', will be Russian President Vladimir Putin.

The debate that will be helmed by PM Modi will be broadcast live on the United Nations Security Council website. It is the first time that the topic maritime security will be broached in exclusivity in a high-level forum as this.

In 2015, Modi had presented the vision of SAGAR - an acronym for ‘Security and Growth for all in the Region’. This was elaborated further in 2019 in the East Asia Summit through the Indo-Pacific Oceans’ Initiative.
