The Twenty20 event was called off on May 4 after numerous players tested positive for coronavirus.
The announcement follows Team India's withdrawal from the England tour. The fifth Test between England and India was postponed because the tourists were unable to field a team due to concerns about a surge in Covid-19 cases in their camp.
The England and Wales Cricket Board (ECB) first stated that India had forfeited the Test, but this was later clarified.
The ICC will now decide the results of the match and the series result. India led the five-Test series 2-1 going into the final match at Old Trafford.
